There are always a number of well dressed people at The Coolout, but a few stood out from the rest. (Ed. Note: Style Buzz is the new DC Street Chic)

This is Monique. Her shoes are Shellys, jewelry is vintage, her top and skirt are from Target, and her clutch is from a Marshalls in Georgia. It’s not where you get it from but how you wear it! Rachel said this is the first “10″.
